<p>The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) provides technical assistance to the Extraordinary Chambers in the Courts of Cambodia (ECCC) which is a domestic court established in accordance with Cambodian law. The ECCC has jurisdiction to bring to trial senior leaders of Democratic Kampuchea and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom that were committed during the period from 17 April 1975 to 6 January 1979.</p>



<p>Proceedings in Case 002/02 are now in the appeal stage, before the Supreme Court Chamber. Victims of the crimes charged in that case who have been granted the status of Civil Parties in the proceedings are represented in a consolidated group by the Civil Party Lead Co-Lawyers. It is anticipated that in late 2020 the Civil Party Lead Co-Lawyers will submit a brief in response to the KHIEU Samphân Defence’s Appeal Brief, in order to advance the rights and interests of civil parties in the appeal.</p>



<p>UNAKRT is seeking applications from suitably qualified junior lawyers or jurists with English working skills to assist the Civil Party Lead Co-Lawyers in the preparation of their response to the KHIEU Samphân Defence’s Appeal Brief.</p>



<p>Duties and Responsibilities<br>Under the supervision of the International Civil Party Lead Co-Lawyer, the Consultant will assist the Section in producing its response to the KHIEU Samphân Defence’s Appeal Brief. The Consultant will undertake legal research and contribute to drafting the Section’s Response, and shall undertake other support tasks as required.</p>

<p>Qualifications</p>



<p>Education: Advanced university degree (J.D., Masters or equivalent) in law (preferably with specialization in international criminal law, international law, international humanitarian law or human rights law). A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.</p>



<p>Experience: At least one year of relevant professional experience is required. Prior experience with an international or hybrid criminal tribunal is desirable. Previous experience representing victims would be an asset. Familiarity with victims’ rights, particularly experiencing representing victims, would be an asset. Excellent legal research, analysis and writing skills are required.</p>



<p>Languages: The official working languages of the ECCC are Khmer, English and French. For this post, fluency in written English is required. Proficiency in French and/or Khmer would be an asset.</p>



<p>Other Desirable Skills: Previous experience working at the ECCC would be a significant asset. Other experience working in Cambodia, or a good knowledge of Cambodian history would be an asset. Strong IT skills would also be an asset.</p>

Successful candidates will be placed on a roster and their services will be requested on a remote basis according to the overall requirements of the ECCC.</p>



<p>Duties and Responsibilities</p>



<p>Under the direct supervision of the Supervisor of the Transcription Unit (TU), the home-based transcriber is expected to produce high-quality transcriptions of court hearings with precision and attention to detail, especially in standardizing names and places, in accordance with TU procedures. The consultant is expected to meet deadlines for the distribution of the final, edited transcript and maintain confidentiality of all records. The consultant will perform the following tasks remotely:</p>



<p>• Review transcripts against digital audio recordings;<br>• Transcribe, when necessary, a verbatim record of trial proceedings from audio recordings; and<br>• Edit for continuity in spelling, grammar and punctuation, including citation references within 72 hours of receipt of draft transcript.<br>Duration</p>



<p>The total period of the assignment will be contingent on judicial requirements, in particular the number of hearing days, the length of proceedings during hearing days and the deadline for the submission of the edited transcript(s). Each transcript must be submitted within 72 hours.</p>



<p>Qualifications</p>



<p>Education: A high school diploma or equivalent is required. An additional certificate or diploma in the fields of transcription, law, linguistics, literature or secretarial studies will be considered an asset.</p>



<p>Experience: A minimum of 5 (five) years of experience in transcription, revision or edition is required. Experience working with computers and a good knowledge of Microsoft Word is essential. Experience working in an international or domestic tribunal, international organization or international body dealing with legal matters is desirable. Prior experience at the ECCC is an advantage.</p>



<p>Languages: The official working languages of the ECCC are Khmer, English and French. For English transcribers, fluency in both written and oral English is essential, with good knowledge of French. For French transcribers, fluency in both written and oral French is essential, with good knowledge of English. Knowledge of Khmer is an asset.</p>



<p>Remuneration</p>



<p>The consultant will be remunerated according to the rate of USD $26.80 per hour spent reviewing, transcribing or editing transcripts.</p>



<p>The consultant is required to furnish invoices detailing work done, including the length of assigned transcript(s) and time spent reviewing, transcribing and/or editing each transcript, quantified in daily (8 hours), hourly or quarter-hourly increments.</p>

<p>Duties and Responsibilities</p>



<p>Under the supervision of the Interpretation and Translation Unit (ITU) and Legal Officer, Court Management Section, the Consultant translates and/or revises legal documents relating to proceedings before the ECCC from French to Khmer and/or Khmer to French. Documents include but are not limited to party motions, judicial orders and decisions, evidentiary materials, reports and administrative filings. Translations require experience, proficiency and/or a short turnaround time.</p>



<p>Competencies</p>



<p>Excellent translating and writing skills; high standard of accuracy, consistency and faithfulness to the spirit, intent, style and nuance of the original text with a good grasp of the subject matter. Knowledge and mastery of legal translation and subjects dealt with by the ECCC. Ability to use all sources of references, consultation and information relevant to the text at hand. Ability to work under pressure and maintain adequate speed and output volume. Ability to meet deadlines.</p>



<p>Qualifications</p>



<p>Education: University degree or diploma in translation, interpretation or foreign languages (especially French), law or a related field. A relevant combination of education and interpretation/translation experience may be taken into consideration in lieu of a degree or diploma.</p>



<p>Experience: At least 5 (five) years of experience in translation, revision and/or interpretation, preferably including three years of translation and/or interpretation in the United Nations, an international tribunal, an international organisation or an international body dealing with legal matters. <p>Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979.</p>

The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Court&#8217;s operations.</p>

<p>This position is located in the Supreme Court Chamber. The incumbent reports to the International Judges of the Supreme Court Chamber and a Senior Legal Officer.</p>



<p><strong>Responsibilities</strong></p>



<p>Under the direct supervision of the International Judges of the Supreme Court Chamber and a Senior Legal Officer, the incumbent is required to perform the following functions:</p>



<ul class="wp-block-list"><li>Provide the necessary legal support to the Supreme Court Chamber, as required;</li><li>Conduct research on a diverse range of legal issues in criminal law and procedure, international law, international humanitarian law and other areas of specialization using multiple research sources;</li><li>Draft legal opinions for the Judges of the Supreme Court Chamber and present findings for internal review in either written or oral form;</li><li>Attend hearings and deliberations and draft summaries of submissions and written records of proceedings;</li><li>Assist in the drafting of decisions;</li><li>Assist in the elaboration of procedures impacting on the court as a whole;</li><li>Assist the Judges of the Supreme Court Chamber in their work in terms of both administrative and procedural functions;</li><li>Perform any other assignments, as required.</li></ul>

<p>Advanced university degree (Master&#8217;s degree or equivalent) in law, preferably with a focus on international criminal law or humanitarian law. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.<strong>Work Experience</strong></p>



<p>A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing is required.</p>



<p>Relevant experience working in the appellate chambers of an international or internationalized criminal tribunal or of a national criminal court is desirable.<strong>Languages</strong></p>

<p>Appointment against this position is limited to the United Nations Assistance to the Khmer Rouge Trials (UNAKRT). <p><strong>Organizational Setting</strong></p>



<p>FAO Representation in Cambodia is launching the implementation of the project &#8216;Strengthening capacity in the agricultural and land use sectors for enhanced transparency in implementation and monitoring of Cambodia&#8217;s Nationally Determined Contribution (NDC)&#8217; funded by the Capacity-Building Initiative for Transparency (CBIT) of Global Environment Facility. The objective of the project is that, Cambodia is preparing reports to the UNFCCC under the Paris Agreement&#8217;s Enhanced Transparency Framework (ETF) with strengthened agriculture and land use components, including inventories of emission sources and sinks, and information to track progress against priority actions identified in Cambodia&#8217;s NDC for these sectors. To support the implementation, a Technical Specialist on Agriculture Forestry and Other Land Uses (AFOLU) is recruited to work for both the Ministry of Agriculture Forestry and Fisheries (MAFF) and the Ministry of Environment (MoE) particularly on the Climate Change Mitigation. The position is hereunder called AFULO Technical Specialist (Climate Change Mitigation).</p>



<p><strong>Reporting Lines</strong></p>



<p>AFULO Technical Specialist (Climate Change Mitigation) will report to the Head of Operations</p>



<p><strong>Technical Focus</strong></p>



<ul class="wp-block-list"><li>National ETF monitoring and reporting for agriculture, land-use and other relevant sectors; including UNFCCC ETF reporting requirements and Climate Change mitigation Monitoring, Reporting and Verification (MRV).</li><li>Capacity building with government agencies</li><li>Multi-department coordination strengthening</li></ul>



<p><strong>Tasks and responsibilities</strong></p>



<ul class="wp-block-list"><li>Liaise with key implementing partners including, but not limited to, MAFF and MOE, and strengthen capacities in particular on monitoring and reporting of mitigation initiatives in line with the guidance under the ETF framework</li><li>Provide direct technical support through project activities with MAFF and MOE, where necessary coordinate the technical inputs through the support of in-house or additionally recruited consultants</li><li>Under the technical guidance of the ETF/MRV International Specialist and LTO, conduct a technical gap assessment on the data and capacity gaps of project implementing partners to meet the ETF requirements for the AFOLU sectors</li><li>Assist to fill identified data and capacity gaps of government counterparts, such as working closely with MAFF and MOE to compile inventories by emissions sources and sinks and information on mitigation activities from AFOLU sectors, and by providing support to the development of improved Activity Data (AD) and Emission Factors (EF)</li><li>In coordination with the TWG-CCAFF, provide technical inputs/advice to collect data and information for the AFOLU sectors from sub-national and national authorities to incorporate into reporting in line with ETF</li><li>Provide guidance to the TWG-CCAFF and relevant line ministries in the development of data sharing MOUs and data system infrastructure</li><li>Assist/liaise to document best practices on ETF reporting processes, information gathering, system infrastructure, methodologies in the AFOLU sectors, and assist in disseminating to relevant priority sectors</li><li>Oversee the LOA implementation, and monitoring, and support organization of trainings</li><li>Oversee the LOA implementation, and monitoring, and support organization of trainings</li><li>Contribute to periodical and ad-hoc reports required under the project and other relevant task required by the project</li><li>As required, support tasks related to strengthening capacity of national stakeholders to review and update the NDC and comply with requirements of the ETF and associated modalities, procedures and guidance</li></ul>
