How can you make a difference?

The first area of work for of this consultancy is to provide IT assistance to MoSVY to develop the disability identification APP and MIS for nationwide disability data collection using a rights-based approach. In addition, capacity development to MoSVY official to use and manage App/MIS will be part of this consultancy.

The second area of work is to provide support to the MIS network of the ongoing CT programme for pregnant women and children and to train the IT staff of MoSVY in network services. In addition, support needs to be provided to MoSVY to adjust the CTP app/ MIS to integrate Covid-19 response if necessary.

Work Assignments/TOR:

I. Disability Allowance App/MIS development

• Project Inception Report
• System Requirement Specification (SRS) and System Design Document (SDD)
• Disability App and MIS Systems:
• Training:
• Technical Documentation
• Roll-out and implementation
• Biweekly Status Reporting

II. Ongoing IT support to the MIS for the cash-transfer programme for pregnant women and children

• Update layout mobile for MoH user
• Contribute to the updating of missing data in system and completing some unfinished functions
• Daily, Weekly and monthly backup date of Cash Transfer Data and Systems
• Configure and maintain the network servers
• Manage the network security, e.g. firewall, anti-virus and intrusion detection
• Identify and troubleshoot, solve and document network connectivity and performance issues
• Monitor network performance and optimize the network for optimal speed and availability

• Install, configure and maintain network hardware, e.g. cisco routers, switcher etc.
• Implement and maintain emergency backup and restore systems
• Liaise with other team members to assist with technical solutions
• Train and assist MoSVY IT team members to build IT capacity
• IT support for the development of a new function for the COVID-19 response in the App/MIS of the cash-transfer programme

Qualifications and Experience

• Academic qualification at University level in business & IT, digital systems or other relevant subjects
• At least 5 years of professional experience in DevOPS, PHP, React and Javascript
• At least 3 years of progressive experience working with systems design and/or systems management

Knowledge and Skills

• Proven ability to manage development environment and production systems
• Proven knowledge and understanding of operational systems, applications, you designed and/or contribute code
• Proven experience on complex database structures and IT infrastructure (IPv4 networks and subnets, Routing, Firewalls, Switch networks, Virtual machines, Hypervisors)
• Solid knowledge about virtualization technologies

Duties and Responsibilities

• Lead and act as the mentor for the UX/UI team for project development and team personal development.
• Create, lead and develop all stages of the User Experience and User Interface works including case scenarios, user flows, process flows, information architecture, wire frames, interaction models, story boards, site maps and assets preparation.
• In collaboration with product manager, ensure that user requirements and best user experience are met for the project implementation by doing user research, stakeholder interview, prepare and optimize the user journey flow and run user testing.
• Work as a primary point of contact with cross-functional teams throughout the design and development process, including various committees, departments and other business units or third parties to successfully go from early stage product concepts to launch.
• Maintain highest level of innovative design execution. Accountable for leading and/or supporting the conceptual, strategic and design development of multiple small- and large-scale projects and maintain deliverable schedules for timely completion of projects.
• Present and defend designs and key milestone deliverable to various stakeholders.
• Document design before handover to development teams for implementation. Initiate and obtain creative feedback from managers at appropriate junctures.
• Integrate user research in the design process; illustrate a command of design methods, tools, communication, and presentation skills.
• Create and maintain design guideline for all the digital products to ensure consistency across platform.
• Ensure that all the visual design is up to date to sync with the current development of the product.

Skills and Specifications

• At least 5 years of professional experience as an UI/UX Design and Interaction Design related fields.
• Experience with leading the team.
• Extensive experience in information design and user scenarios. Experience with standard UCD methodology.
• Experience working within agile based product development process and team.Strong conceptualization and visual communication abilities; drawing skills and sketchbook technique.
• Experience in designing visual and interactive interfaces for web, mobile web sites & applications as well as mobile and emerging device software as a UX visual designer, interaction designer, information architect, or similar role.
• Experience with one or more UX design, wire-framing and prototyping tools, such as Adobe Creative Suite (Photoshop, Illustrator, Fireworks, InDesign),Sketch, Balsamiq, Axure and OmniGraffle or other visual design / wire-framing tools.
• Proficiency in HTML, CSS, and JavaScript for quick prototyping.
• Proficient in W3C standards and cross-browser and cross-platform design techniques.
• Common understanding of software project management and software development practices.
